Proposal Application

Proposal Review

We have two proposal calls per year. Submitted proposals are reviewed and selected by the Proposal Review Committee (PRC) based on the following criteria.

General Proposal
1. Scientific and technical relevance. (at least one of the following criteria must be fulfilled.):

a) The proposed research is cutting-edge and its science and technology field has potential/will contribute to the development of a new research field.

b) Expected results will contribute to basic research areas and the field of fundamental technology development.

c) Expected results have significance and potential as industrial base technology.

d) The proposed research has social significance and will contribute to the social economy.

2. Necessity of using SPring-8 as a research tool
3. Conformity with the Science and Technology Basic Law and social norms: the implementation of the research proposal is appropriate in light of the Law and socially accepted ideas (e.g., the implementation of the proposed research and the use of research results are for exclusively for peaceful purposes).
4. Technical feasibility
5. Safety of the experiment

[In the Case of Proprietary Research]
Technical feasibility, safety of the experiment, sociality and ethicality of proposals are considered. Scientific and technological relevance and necessity of SPring-8 as a research tool are not reviewed.

Long-term Proposal

In addition to the criteria for general proposals, the PRC also considers the following.

1. The proposal has clear scientific objectives and long-term research plans.
2. The long-term and organized use of SPring-8 will create:

a) delivering outstanding scientific results in the field of science and technology,

b) developing a new research area or a new experimental method, and

c) significantly improving industrial base technology.

Note: After the proposal review, the PRC interviews applicants who meet certain criteria.

Urgent Proposal

In addition to the criteria for general proposals, urgency and significance of the proposals are reviewed.

Time-designated Proposal

Technical feasibility, safety of experiment, sociality and ethicality of proposals are reviewed. Scientific and technological relevance and necessity of SPring-8 as a research tool are not reviewed.

SPring-8 Measurement Service

SPring-8 measurement service is considered a type of proprietary time-designated proposal and the review criteria applicable to time-designated proposals apply to the measurement service.

Budding Researchers Support Proposal

Review criteria are the same as those for general proposals.

Non-Proprietary Grant-Aided Proposal

Since the eligible applicants have already been reviewed and approved for a large research grant, non-proprietary grant-aided proposals are exempt from scientific review; and only the safety and technical feasibility of the experiment, necessity of SPring-8 as a research tool, and ethics (e.g. exclusively for peaceful purposes) are reviewed.

Priority Research Proposal (Priority Field Type: New Industrial Area Proposal)

Review criteria are the same as those for general proposals, but the focus is on:

a) potential and significance of the expected results in terms of technologies for industrial base

b) social significance of the proposal and the contribution to social economy

Priority Research Proposal (Priority Field Type: Social Interest Proposal)

The SPring-8 Proposal Review Committee evaluates in consideration of research proposals whose novelty and social significance are difficult to evaluate similarly to existing fields.
Review criteria are the same as those for general proposals, but focusing on the following points:
1. Scientific and technological significance
– Social significance of the proposal and the contribution to social economy
2. Necessity of SPring-8 as a research tool
3. Technical feasibility of the proposal
4. Safety of the experiment

Priority Research Proposal (Priority User Type: Partner User Proposal)

The Partner User (PU) program takes over the previous program the “Power User” with redefined qualifications and missions listed below.
Eligible individuals are (1) those who have a thorough knowledge of public beamlines and measurement techniques, and (2) those who are expected to contribute to developing academic fields of SR science and technology. And the mission of PU is (a) to aim to produce leading-edge SR usage and high-quality research results and promote expansion of intended research field using developed/upgraded beamline facility, (b) to collaborate for beamline facility development/upgrade, and (c) to provide user support relating to (a) and (b).

Epoch-Making Initiatives Proposal

In addition to the criteria for general proposals, the following points are considered to review.

  • The creation of a new research field is expected
  • The structure of the applicant research group is novel
  • The sustainable development of research is expected
  • The research plan is effective in terms of labor and cost, and the management system for ensuring the effectiveness is appropriate
